The National Research, Development and Innovation Office (NRDI Office) acts as an accreditation authority in the accreditation process for research organisations wishing to host researchers from third countries.

The National Research, Development and Innovation Office (NRDI Office) acts as an accreditation authority in the accreditation process for research organisations wishing to host researchers from third countries.

Who is eligible?

  • research organisations wishing to host third-country national researchers
  • accredited research organisations, in the case of renewal of accreditation certificates and hosting agreements

Research organisations wishing to host third-country national researchers, including research institutes seeking to renew their accreditation, must submit an application for accreditation to the NRDI Office using a specific form. Research organisations meeting the conditions are accredited by the NRDI Office and receive an accreditation certificate, which is valid for five years and renewable for five-year periods.

Deadlines

  • Applications for new accreditation can be submitted at any time, and applications for renewal can be submitted 30 days before the expiry date of the certificate.
  • Pursuant to Act CL of 2016 on the General Public Administration Procedures, the time limit for the administration of cases is 8 days in summary proceedings and 60 days in full proceedings.
  • Accredited research organisations must notify within 15 days any change in its name, its registered office or the number of researchers it hosts.
  • The Hosting Agreement must be sent immediately after conclusion for registration of the researcher.

Documents to be submitted

The application can be submitted on the form contained in Annex 1 of Government Decree 181/2007 (VII.6.) on the accreditation of research organisations hosting third-country national researchers and on the hosting agreement, which can be downloaded by clicking on the link below:

The application must be accompanied by:

  • In the case of a business entity engaged in research and development activities under Section 7(1)6) of Act CXXX of 2016 on the Code of Civil Procedure, proof of the proportion of R&D expenditure or the number of full-time employees involved in R&D activities for one of the 3 financial years preceding the submission of the accreditation application. The certification may be based on a document issued by the head of the organisation, who declares, under his or her criminal responsibility, that the information is accurate.
  • A document certifying the payment of the general procedural fee specified in Article 29(1) of Act XCIII of 1990 on Duties, or, if the condition for exemption from duty pursuant to Article 5(2) applies, a declaration to this effect by the client.

Applications can be submitted:

  • by post to the President of the NRDI Office at the following mailing address: Nemzeti Kutatási, Fejlesztési és Innovációs Hivatal, 1077 Budapest, Kéthly Anna tér 1.
  • on the e-Papír website,
  • on the magyarorszag.hu website, from the menu Közigazgatás, jog / Kérelem benyújtás (Public administration, law / Submit a request).

Payment obligation

Research organisations applying for accreditation shall pay a general procedural fee, as defined in Article 29(1) of Act XCIII of 1990 on Duties, in the amount of HUF 3 000. The provisions of the Act on Duties shall apply to the exemption from fees (full personal exemption from fees shall be granted to, inter alia, budgetary bodies, associations, public bodies, foundations, including public foundations, non-profit business associations registered as public-benefit and priority public-benefit organizations, public-benefit social cooperatives). In the case of a procedure initiated upon request, the client must declare the existence of the condition for exemption from duties pursuant to Section 5(2) of the Act on Duties.

The duty can be paid by means of a stamp duty or by payment into the Procedure Fee Collection Account No. 10032000-01012107 held by the Hungarian State Treasury.

Rules on Hosting Agreements

The accredited research organisation must immediately notify the NRDI Office and the National Directorate-General for Aliens Policing of the conclusion and termination of the hosting agreement, by sending the hosting agreement at the same time in case of notification of the conclusion of the hosting agreement.

Mandatory elements of the hosting agreement:

  • the rights and obligations of the researcher and the accredited research organisation;
  • information on any planned visits to other member state(s) by the researcher in the framework of mobility if this is known at the time of conclusion of the hosting agreement;
  • the topic, purpose and schedule of research;
  • the time of teaching activities which may not exceed one-fifth of the researcher’s working time;
  • the duration of the hosting agreement;
  • the reasons for termination of the hosting agreement.

Remedies

The decision of the NRDI Office becomes final upon notification and is not subject to appeal. The decision can be challenged in court.
